Environmental Health

St. Louis County no longer provides services related to general Environmental Health issues such as lead, radon, carbon monoxide, mold, and drinking water.  Questions concerning those issues should be directed to the Minnesota Department of Health website or by calling their regional office in Duluth at 218-723-4642.


Individual Sewage Treatment Systems

The Environmental Services Department is responsible for Individual Sewage Treatment Systems (ISTS) in St Louis County.


Food & Beverage


The Minnesota Department of Health (MDH) licenses food, beverage or lodging establishments in Minnesota. Facilities requiring a food license include: Restaurant, Bars and Supper Clubs, Snack Bars and Cafeterias, Public and Private School Kitchens, Catering Kitchens and Commissaries, Bed and Breakfast Operations, Assisted Living Facilities, and other Food Service Operations. A food business must be located separately from the living quarters of a private residence. A private home cannot be used as a food establishment.

Starting a Food Business in Minnesota will help you understand what is required of you when starting a new venture. 

Minnesota Rules Chapter 4626 - Minnesota Food Code will help you understand the Minnesota statutes. 

Review the Food Service Construction requirements of the MDH.

Contact the city or township where your food business will be located. Ask about local ordinances, requirements and permits.


Lodging


The Minnesota Department of Health licenses all Lodging establishments within the state that meet the following definitions.

Lodging establishment means a building, structure, enclosure, or any part thereof used as, maintained as, advertised as, or held out to be a place where sleeping accommodations are furnished to the public as regular roomers, for periods of one week or more, and having five or more beds to let to the public.

Hotel or Motel means a building, structure, enclosure, or any part thereof used as, maintained as, advertised as, or held out to be a place where sleeping accommodations are furnished to the public and furnishing accommodations for periods of less than one week.

Resort
means a building, structure, enclosure, or any part thereof located on, or on property neighboring, any lake, stream, skiing or hunting area, or any recreational area for purposes of providing convenient access thereto, kept, used, maintained, or advertised as, or held out to the public to be a place where sleeping accommodations are furnished to the public, and primarily to those seeking recreation for periods of one day, one week, or longer, and having for rent five or more cottages, rooms, or enclosures.

Boarding establishment
means a food and beverage service establishment where food or beverages, or both are furnished to five or more accommodations, for periods of one week or more.

Bed & Breakfast
are owner occupied establishments which offer lodging and breakfast, without a limitation on the number of rooms offered. If breakfast is offered to more than 10 persons, a commercial kitchen is required.

Care Facilities
are regulated by the Health Policy, Information & Compliance Monitoring Division of MDH.


Pools

The Minnesota Department of Health (MDH) provides plan review and construction inspection for all public pools within the state. The term "public pool" is defined as any pool, other than a private residential pool, intended to be used collectively by numbers of persons, and operated by any person whether the person be an owner, lessee, operator, or concessionaire, and regardless of whether a fee for use is charged. A public pool includes, but is not limited to, pools operated by a person in a park, school, licensed child care facility, group home, motel, camp, resort, apartment building, club, condominium, hotel, manufactured home park, or political subdivision.
