Continuum of Care HUD SuperNOFA 2010 Competition - Thursday, June 24, 2010

In 1987, the Stewart B. McKinney Homeless Assistance Act (PL 100-77) was passed by Congress.  This Act defined the problems of homelessness and provided funding to support comprehensive services to the homeless, including planning, shelter, food, health, mental health and substance abuse, social services, education, job training and employment assistance.  In 1989 the Act was reauthorized and included new funding for the development of permanent housing for homeless persons.

Subsequently, the President's Interagency Council on the Homeless developed a single coordinated federal plan for breaking the cycle of existing homelessness and for preventing future homelessless.  This plan has come to be known as the Continuum of Care for the Homeless.

Launched in 1994, HUD's Continuum of Care approach assists communities across America address the problems of homelessness in a coordinated, comprehensive and strategic fashion.  A Continuum of Care is a community's plan to organize and deliver housing and services that meet the specific needs of homeless individuals and families as they move toward stable housing and maximum self-sufficiency. 

Below you will find the 2010 Information Bulletin which outlines the competitive process.  This includes a tentative time line for the 2010 competition, as well as renewal totals and NEW project funding amounts.  The 2010 Pre-Application is found below for NEW PROJECTS which is due by July 21, 2010 to be considered for 2010 funding.

Homelessness Prevention & Rapid Re-Housing Program - Wednesday, July 08, 2009
The U.S. Department of Housing and Urban Development (HUD) has notified St. Louis County of a $1,001,832 allocation and the City of Duluth of a $1,162,800 allocation from the Homelessness Prevention and Rapid Re-housing Program (HPRP) under the American Recovery and Reinvestment Act of 2009. The county and city are requesting proposals to provide a network of homelessness prevention and rapid rehousing services in coordination with the Ten Year Plan to End Homelessness. Families, single adults, and unaccompanied youth are the target population that this program is designed to serve. Submit requests by August 3, 2009.

Save Energy and Benefit ending Homelessness - Wednesday, May 13, 2009
A growing number of children and families are homeless in our communities. Join Minnesota Power and the Heading Home St. Louis County team to help raise funds to end homelessness in St. Louis County and to encourage energy efficiency in homes. When you purchase select energy-saving products or turn in your old refrigerator or freezer, you are ensuring that Minnesota Power makes a contribution to the Heading Home St. Louis County Ending Homelessness fund (up to a maximum of $10,000). Heading Home Newsletter

The Heading Home Newsletter was created as a way to continually update those who have an interest in and/or play a crucial part in St. Louis County's Ten-Year Plan to End Homelessness. Each issue will feature articles and updates about key events and issues affecting the progress of this initiative. December 2009 newsletter


Ten Year Plan to End Homelessness
St. Louis County received grants from the Minnesota Housing Partnership and the Northland Foundation to undertake a planning process to develop a county-wide 10-year plan to end homelessness. A committee was formed to analyze the current state of the homeless problem in St. Louis County and to develop a comprehensive plan.

 

The end result is a county-wide plan which lays out clear goals and specific action plans that address root causes and provide permanent solutions. 
The 
Heading Home St Louis County- A Ten-Year Plan to End Homelessness.pdf was recently adopted by the St Louis County Board of Commissioners. This plan is the guide for future resource allocation around the issue of homelessness in St. Louis County.

Family Homeless Prevention & Assistance Program (FHPAP)


In 1993, the Minnesota Legislature established the Family Homeless Prevention and Assistance Program to assist families who are homeless or at risk for homelessness. FHPAP is administered by the Minnesota Housing Finance Agency and represents a preventative approach to homelessness.

Legislation established a set of desired outcomes concerning the prevention of homelessness, including shortening the length of stay in emergency housing, and eliminating repeated periods of homelessness among families. This program, funded on a biennial basis, is designed to encourage and support innovation at the local, county, and regional level, to redesign the existing response system to homelessness, or to establish a comprehensive system.

FHPAP initiatives in St. Louis County provide three critical services. These are flex funds which can be used for deposits, moving expenses and other costs necessary to access and maintain permanent housing; stabilization services; and housing resource services. St. Louis County contracts with seven nonprofit agencies to provide these services across the county. In the first year of funding, stabilization services were able to prevent 79% of households served from becoming homeless.
