WATER INFRASTRUCTURE

Broadly, this category includes:

-          U.S. Environmental Protection Agency funding designated for Drinking Water State Revolving Loan Fund ($2 billion); and Clean Water State Revolving Loan Fund ($4 billion)

-          U.S. Army Corp of Engineers (“569”) funding designated for General Investigations ($25 million); Construction ($2 billion); and Operations and Maintenance ($2.075 billion)

St. Louis County has been notified that Midway Township will receive Minnesota Public Facilities Authority (PFA) zero interest loans through stimulus funding that will reduce the cost to residents of the sewer line that will be replaced later this year. The Midway Township Sewer project is eligible because it was shovel-ready and had already been approved by the PFA and included in its Intended Use Plan (IUP). ARRA funds through the PFA will provide a base principal forgiveness of 20% to help offset the federal Davis Bacon/Buy American requirements ($300,000) and the Township would be eligible for an additional $592,363 in principal forgiveness.  That leaves a loan to be financed with PFA of approximately 50% of the value of the project at a below market rate interest.
